HÀ NỘI – The Vietnamese auto market has continued to recover, posting slight growth in 2021, data from manufacturers showed.

The Việt Nam Automobile Manufacturers Association (VAMA) reported that its members sold 304,149 cars in 2021, up 3 percent year-on-year, with passenger cars down 3 percent, commercial vehicles up 17 percent, and specialty vehicles up 50 percent gained cents.

Vehicles sold included 168,357 domestically assembled cars and 135,792 fully built (CBU) units, down 10 percent and up 24 percent year-on-year, respectively.

Aside from the VAMA members, many other brands such as Audi, Jaguar Land Rover, Mercedes-Benz, Nissan, Subaru, Volkswagen and Volvo are also active in the market but have not announced their business results.

Added to the statistics from TC Motor and VinFast, which are not members of VAMA, a total of 410,390 units were sold in the local market last year.

Hyundai remained the best-selling brand in 2021 with 70,518 units, followed by Toyota (67,533), Kia (45,532), VinFast (35,723), Mazda (27,286), Mitsubishi (27,243), Ford (23,708) and Honda (21,698). .

After seven years of market dominance, the Toyota Vios lost its top position as the best-selling model to VinFast Fadil with 24,128 units sold. The following places went to Hyundai Accent, Toyota Vios, Toyota Corolla Cross and KIA Seltos.

Insiders said December sales of passenger cars and domestically assembled vehicles were up 33 percent and 23 percent month-on-month, respectively, due to the halving in registration fees for domestically assembled cars since the month.

Faced with this pressure, CBU importers also lowered related fees to boost sales.

In a further step to spur electric vehicle development and meet the government’s target to reduce emissions, the National Assembly voted earlier this week to reduce the excise tax on battery-powered electric cars for a period of five years.

Effective March 1, the tax on various types of battery electric vehicles (BEVs) will be reduced by 3-12 percentage points from current levels and will apply until February 28, 2027.

Accordingly, the tax rates for electric cars with fewer than nine seats and 10-15 seats will be 3 percent and 2 percent, compared to the current 15 percent and 10 percent, respectively. The rate for electric passenger cars with 16-24 seats is 1 percent compared to the current 5 percent.

According to the National Assembly Standing Committee, the new incentive policy will encourage the purchase of green vehicles and reduce the emissions target of the government.

Also, the committee added, introducing incentives to attract investors earlier than other Southeast Asian countries would create great opportunities for Vietnamese companies to produce BEVs for both domestic and foreign markets. Bhubaneswar: The government has warned car dealers against harsh measures if they overcharge customers when buying new vehicles. The State Transportation Authority (STA) has directed regional transportation officials (RTOs) to take appropriate legal action against the misguided traders to suspend their trade permits.
“It has been found that some dealers charge buyers an amount in excess of the cost of the vehicle. The excess will be collected under the guise of allowable taxes on processing fees, registration costs and extended warranty fees,” read the STA circular, which was sent by state transport commissioner Arun Bothra.
From January 1 this year, the government began issuing driver’s license (DL) and vehicle registration certificates (RC) in digital mode, scrapping the previous practice of giving customers physical smart cards DL and paper-based vehicle registration certificates. As a result, the registration fees paid by buyers have been reduced from Rs 282 to Rs 140. However, some merchants have not yet passed this benefit on to customers and continue to charge the former fee.
“The government only collects registration and tax amount for new vehicles. The traders should also only charge this amount. You cannot take anything extra. If they need to charge an amount for a value-added service, a proper receipt must be issued for it,” the circular reads.
The regulation states that dealers are required to post the buyer’s payment details for each vehicle category on a notice board in a prominent place in their showrooms.

The Central Board of Indirect Taxes and Customs (CBIC) has shared the impact of the Supreme Court ruling on difficulties arising from different practices in the valuation of “automotive parts” under the tariff.

“References have been received from trade and field service associations indicating difficulties arising from differences in customs tariff assessment of ‘automotive parts’ following the pronouncement of the Hon’ble Supreme Court judgment in the case of M / s. Westinghouse Saxby Farmer Ltd. vs. Commissioner of Central Excise, Kolkata, ”announced the CBIC.

The Supreme Court ruled that the “relays” as parts of “railway signal systems” are to be assigned to heading 8608 of the Central Excise Tariff. With that in mind, the Hon’ble Supreme Court has given the “sole or primary use” test of Section Note 3 priority over Note 2 (f) to Section XVII, which specifically excludes “electrical equipment from being classified in Section XVII, regardless of whether it is used whether or not is identifiable as being for the goods of this section.

After the Covid outbreak and the resulting lockdown slowed vehicle registrations in 2020, dealerships in Chandigarh were delighted when the numbers showed a slight improvement in 2021.

According to the registration and licensing authority (RLA) and the regional traffic authority (STA), vehicle registrations increased by 24.96% in 2021 compared to the previous year. With an overwhelming majority of people opting for dealer pointer registrations, these are viewed as markers for vehicle sales in the city.

Although registration numbers in 2021 were lower than pre-Covid, traders in town say the problem is not demand, but a supply shortage. They added that vehicle sales are likely to hit pre-Covid levels by mid-2022.

According to official figures, sales of cars and two-wheelers increased in 2021.

Sales of electric vehicles also doubled from 370 in 2020 to 733 in 2021.

Chandigarh Regional Auto Dealers Association Vice President Ranjeev Dahuja said, “The increase could have been higher, but dealers are facing a shortage of inventory. The demand for cars is almost 40% higher than the supply. ”

Dahuja, who also owns a Tata dealer in town, said even a one to three month wait doesn’t put people off, most of whom still prefer premium SUVs over other cars.

Prices may go up this year

Nitin Mehan, the owner of Autopace Chandigarh and general secretary of the association, added: “Although there is a semiconductor shortage that has hurt supply, it will certainly be addressed in the second half of 2022, which are used to make cars that are increasing on the world markets and a price increase of 4 to 5% is to be expected in January itself. “

While the sale of electric vehicles has increased, according to Dahuja it will be a few more years before the concept really gets through in the city and a charging infrastructure is required for it.

Two-wheeler sales remained lower than cars, however, Tricity Platinum Honda Senior Vice President Sushil Dutta said there is likely to be an increase in 2022.

“Our sales have grown by around 7% this year, but we expect to see a further increase in 2022. As more offices stop working from home, people will need vehicles. Due to Covid, there is also a push to own a vehicle, so we expect a further increase in sales in the coming days, ”said Dutta.
